[#PETALSESBCONT-207] Component installer can be unload even if the component is installed - Petals Link JIRA

Description:
1. Install and start a component
2. Using the JMX API, unload the component installer
  No error occurs but the component is always installed.
  It seems to me that an error should be thrown otherwise how to uninstall it ?

This issue blocks:
~~PETALSESBCLI-39~~ If a component installer is loaded, Petals CLI can't deploy it in a second step

Fixed in trunk. Now we can't unload an installer if its component is installed.
