What do you mean by a "view flows" what is a flow in Petals Webconsole ?

After that I think the user roles can quite linked to Webconsole functionalities ...

Example:

Administrator role with access to "Administration" tab and its functionalities.
Testor/Developer role with access to "Test" tab and its functionalities.
Observator/Testor/Developer role with access to "Monitoring" tab and its functionalities.
