    If a component is in state SHUTDOWN, no message is logged during its recovering process. And the user doen't see that the component is loaded or installed.
    So, a message MUST be added on recovering process to show that the component is recovered in state 'SHUTDOWN'.

An info trace is added to the recovery service when an installer is loaded.
An info trace is added to the Installer to specify that the component is installed.

The SHUTDOWN is the default state after a component installation. When recovering, we do nothing on the Component Life cycle. So no explicit SHUTDOWN is done, no SHUTDOWN trace appears.
