Create a new command to reload the property file of a JBI component:

> ./petals-cli.sh -c -- reload-configuration [ -u <artifact-file> | -a <artifact-id> ]

Note: Auto-completion is available on JBI component artifact identifiers and artifact file names. The auto-completer for artifact identifiers displays only artifacts in state STARTED or STOPPED.
