If you deploy a service consumer SU without starting it, the associated web-services can't be invoked because it is not known yet. It will be known starting the SU.

If a web-service is invoked before the start of the SU, a first flow trace 'consumeExtFlowStepBegin' is logged, but not the associated 'consumeExtFlowStepFailure' that is missing.
