No release 1.8.x exists for Rampart.

A SNAPSHOT is available in repository https://github.com/JWT007/rampart/tree/feature/RAMPART-449_1stAttempt. This version of Rampart requires com.sun.activation:javax.activation:2.0.1 that is not compliant with the one required by Petals CDK (v1.2.x). A package renaming occurs between these two versions (cf: https://stackoverflow.com/questions/46493613/what-is-the-replacement-for-javax-activation-package-in-java-9#65144335)

We postpone this issue to Petals 5.4 where Jakarta libraries will be all updated in all Petals components. During this, Rampart support in Petals BC Soap will be disabled, and can be workarounded using Apache HTTPD as front of your webservice requiring WS-Security
