[PETALSSENOTIF-7] - On restart, the SE Notification is sending subscribe to wrong endpoints

[PETALSSENOTIF-6] - Performance issues on XML Notification processing (read and write)
[PETALSSENOTIF-9] - Subscribe request must be sent asynchronously with a retry policy when they are forwarded by the se-notif
