    In the Webconsole 2.1-SNAPSHOT, the local installation doesn't work.
    Petals can't get the published artifact .zip over HTTP, by Webconsole and Web Server like Tomcat

The problem was due to the security constraint affected to the Rest Servlet which
sent the request file. It requested authentication (login/password) when Petals
came to retrieve the file by HTTP.
