Can't import referential

    "Can't import Referential
    Transaction rolled back because it has been marked as rollback-only"

    is displayed.

The problem is that, in your file, you set a referential with (at least two) steps that have the same interface name and the same service name. It is not possible in Petals View.

Ok but this referential has been created by an exportation via Petals View, so how is it possible ?

It seems that you have exported your file with a specific version and not the standard version of Petals View
