    When stopping a component in state 'SHUTDOWN', the following error occurs:

    ERROR: The Component 'petals-bc-soap' cannot be stopped in this state: Shutdown

    Update the error message to print a message about installation state instead of the running state ('SHUTDOWN' is equivalent to not installed)
