Description:
Move to Maven 3.9.6 to build Petals artifacts:
- update enforcer rule to build Petals artifacts,
- update plugin versions at least to the ones embedded in Maven 3.9.6,
- update Maven's dependencies into the Maven Petals Plugin and depends-maven-plugin.
