Add a new shared library embedding SQLServer JDBC Driver 10.2.

We already have two shared libraries embedding such JDBC driver but with versions that are not compliant with Java 11 and they are supported since 06/30/2022. So this two shared libraries should be remove from Petals ESB 5.3 packages. The new SL will be added to Petals ESB Enterprise Edition pack.
