JAX-WS is no more included in Java 11 runtime. So it should be added as dependencies.

JAX-WS is now managed by Eclipse Foundation under the project Eclipse Enterprise for Java (EE4J) available in version 2.3.3 (-~~3.0.0~~-) as:

jakarta.jws:jakarta.jws-api for JAX-WS annotations,

jakarta.xml.ws:jakarta.xml.ws-api for the API,

and com.sun.xml.ws:jaxws-rt for the runtime.
