Upgrade maven-enforcer-plugin to 3.0.0-M2

    Now, since Java 9, more and more 3PP JARS are available as multi-version archive, and an error occurs because Java 9 byte-code is included in it with the Java 8 byte-code.

    No error should occurs because the Java 8 byte-code exists.

    Upgrade to maven-enforcer-plugin:3.0.0-M2 and extra-enforcer-rule:1.2
