    Another very typical one could be network problems (it means the component implementation, in these case, should set a Petals-specific exception to express it instead of a protocol specific one).

    These would be needed to realise PETALSDISTRIB-144.

The issue summary does not seem very clear. I think that you want to introduce specific exceptions to help to decode message processing failures due to technical reasons. I propose to change the summary as: "Introduce specific base exceptions to help to decode message processing failures".
