The AxisService needs to be created on the first incoming or outgoing SOAP request. For example, actually, we get the endpoint on the su deployment. The endpoint must be present during deployment. It will be better to create the AxisService on the first SOAP request since the endpoint could be null on the depoyment process and created later...
