The WS-Addressing support does not work, in incoming mode, because of checks done by the Axis2 layer. The Axis2 layer realizes some check between WS-Addressing properties and the PetalsAxisService instance. As PetalsAxisService is not populated according the service WSDL, WS-Addressing handler does not find the operation associated to the wsa:Action and rejects the request.
