Description:

Because of ~~PETALSDISTRIB-531~~, the loading of URL handler for protocol 'mvn' must be reworked. It can be replaced by the mechanism based on ServiceLoader.

~~PETALSDISTRIB-531~~ Java 17 does not allow anymore to change the value of a field declared as 'final' using Java reflection
